Contractor Quality Control System Manager

Job Description

Cabrera Services, Inc. (Cabrera) is searching for a Contractor Quality Control System Manager (CQCSM) to support remedial action and environmental restoration projects under the United States Army Corps of Engineers (USACE).

 

Under the oversight and support of an off-site Corporate Quality Assurance Manager, the CQCSM will be responsible for overall management of the on-site quality control system and support of the project Remediation Team on quality control matters.  This role includes, but is not limited to the following tasks & responsibilities:

  • Ensuring conformance with project plans and specifications thru the implementation, and enforcement, of the approved Quality Control Plan, and specifications, for the project site

  • Assist in preparing the Contractor QC Plan, subsequent addendums, and other work plans, as necessary

  • Performing on-site QC inspections of materials, equipment, and work to verify compliance with approved work plans, contracts, plans and specifications, and permits and other regulatory requirements through the implementation of the USACE 3-Phase Inspection Process

  • Ability to implement Stop-Work authority to immediately implement changes to correct deficiencies discovered as a result of above inspections or surveillances

  • Tracking of deficiencies and tracking/coordination of necessary corrective actions throughout the course of the project

  • Review, approval and tracking of all submittals and transmittals in the Resident Management System/Quality Control Systems (RMS/QCS) software

  • Developing daily/weekly QC reports, with all necessary supporting documentation

  • Record keeping for all site quality-related documents including submittals, transmittals, testing forms, inspection checklists, reports, field sampling checklists and data submissions, etc

  • Support project close-out and post-remedial action reporting efforts

  • Other ad-hoc quality support tasks, as required by the project or assigned by the Project Manager/Management

 

The ideal candidate is a self-starter with significant diverse quality control experience and sound technical/regulatory knowledge who can effectively evaluate, interpret, communicate and implement approved site procedures and specifications.

  • The candidate shall have good leadership abilities and communication skills and shall be able to interface with project and client personnel as directed by the Project Manager or Site Supervisor. Fluid and open communication with the project management team, including the Site Supervisor and Site Safety & Health Officer (SSHO) is essential

  • The candidate shall be willing and able to identify, report, and help to correct violations of established quality control procedures involving project employees and subcontractor personnel to ensure compliance with approved project plans and specifications

  • The candidate can develop initial drafts of electronic documents for senior staff review, and function as a member of a diverse project team committed to safety and client satisfaction while meeting performance objectives with a high level of quality

  • The candidate understands and is committed to ethical & professional conduct

  • The candidate is comfortable working in outdoor environments and field trailers and understands that the work schedules must remain reasonably flexible to support the overall Remediation Team schedule

 

Experience Requirements

The candidate shall have minimum 5 years of experience developing and/or implementing Quality Control Plans/Procedures on Hazardous, Toxic and Radioactive Waste (HTRW) remediation projects. Knowledge and experience with environmental remediation excavation, decontamination, demolition, material handling, on-site treatment, off-site waste transport/disposal, environmental sampling/laboratory analysis, and site restoration means and methods required. Experience shall include 40-hr HAZWOPER training with uninterrupted 8-hr Refresher course records, and Supervisory Training, plus ability to achieve Medical Clearance for work at hazardous waste sites with Respirator Qualification. Current USACE Construction Quality Management (CQM) for Contractors training is mandatory and experience with, and working knowledge of USACE’s RMS/QCS is a must.

 

Education Requirements

College Degree in engineering, environmental science, engineering, architecture, construction management or related scientific/engineering discipline. Experience will be considered in lieu of college degree. Knowledge of MS Office products combined with good communication (written and verbal) and organizational skills desired.

 

Medical/Physical Requirements

Ability to meet fitness-for-duty (drug & alcohol testing), medical, respirator use, background screening, training, strength/dexterity, and other requirements necessary for complete job performance. This is a HTRW field assignment with routine use of modified Level-D PPE, occasional use of elevated PPE and respiratory protection and; work in a wide range of temperatures expected.

 

While performing the duties of this job, the employee is frequently required to use hands to finger, handle or feel objects, tools, or controls and reach with the hands and arms in the operation of equipment or instruments located in the work environment.  The employee is frequently required to sit and occasionally required to stand, walk, or stoop. Ability to meet fitness-for-duty (drug & alcohol testing), medical, respirator use, background screening, training, strength/dexterity, and other requirements necessary for complete job performance.

 

Other Information

Please note that for this specific assignment limited travel compensation (e.g., lodging and per diem) will be offered.  Work hours are as directed by the client; current work schedule is Mon-Thu; 0700-1730. The duration filed work portion of project is anticipated to be 12 months.
