Project Highlights: 

Cabrera has performed multiple projects for NAVFAC at Portsmouth Naval Shipyard, Kittery, Maine since 2012. At Building 45 where the contaminant of concern was a component of luminescent paints (Ra-226) utilized during the maintenance of instrumentation, we have performed characterization, remedial design/action support, off-site waste T&D, site restoration and FSS in accordance with DoD/EPA/NRC/DOE MARSSIM requirements to achieve unrestricted release/site closure in accordance with federal and state regulatory requirements. Cabrera successfully performed remedial action inside the building that included the removal and sizing of asbestos floor tile and mastic, scabbling of surfaces to remove radioactivity, lead paint abatement of interior walls using a HEPA-shrouded sand blasting process, and the removal of contaminated interior and subfloor piping and surrounding soils.

 

At Building 240, Cabrera is currently completing remediation of Ra-226 contamination providing characterization, remedial action and FSS to obtain unrestricted release in a timely manner. Since the building is in active usage, it requires the work to be performed in phases. Cabrera has developed a plan/schedule that allows some work to be done simultaneously, expediting schedule and minimizing cost. Our work includes:

• Preparation of work plans

• Regulatory agency notifications with NRC and Maine Department of Environmental Protection as well as securing approval from/coordinating with the Navy

• Abatement of asbestos-containing material

• Abatement of lead-based paint to access original surfaces

• Investigation of piping

• Remediation of residual radiological contamination exceeding specified release levels

• Packaging and disposition of remediation waste

• Performing MARSSIM–compliant characterization survey and FSS to confirm the release criterion has been met

• Preparation of a Remedial Action Completion Report/FSS Report and After Action Report
