Site Safety & Health Officer 

Job Description

Cabrera Services, Inc. (Cabrera) is searching for a Site Safety & Health Officer (SSHO) to support remedial action and environmental restoration projects under the United States Army Corps of Engineers (USACE). Under the oversight and support of an off-site Corporate Safety and Health Manager, the Site Safety and Health Officer (SSHO) will be responsible for overall management of health and safety in support of the project Remediation Team. This role includes, but it not limited to the following tasks & responsibilities:

 

  • Development of task/activity-specific hazard analyses

  • Monitoring field remediation operations for compliance with project Site Safety & Health Plans as well as Federal and State regulations and guidance

  • Conducting ambient and personal air sampling

  • Conducting daily tailgate safety briefings

  • Performing supplemental safety training

  • Recommending changes to site PPE and monitoring

  • Preparing daily health and safety reports

  • Maintaining project health and safety records and data

 

The ideal candidate is a self-starter with significant diverse safety management experience and sound technical/regulatory knowledge who can effectively evaluate, interpret, communicate and implement approved site procedures and specifications.

  • The candidate shall have good leadership abilities and communication skills and be able to respond in a calm, controlled and organized manner in the event of an emergency and shall be able to interface with clients, emergency providers, and agency representatives as directed by the Project Manager or Site Supervisor. Fluid and open communication with the project management team, including the Site supervisor and Contractor Quality Control Site Manager (CQCSM) is essential.

  • The candidate shall be willing and able to correct violations of established H&S procedures involving Cabrera employees and contract personnel and when necessary, particularly in situations involving imminent danger, be knowledgeable of, and willing to, issue a Stop Work order until the potential H&S violations are corrected

  • The candidate can develop initial drafts of electronic documents for senior staff review, and function as a member of a diverse project team committed to safety and client satisfaction while meeting performance objectives with a high level of quality

 

Experience Requirements

  • 10+ years of health and safety management experience on large-scale construction projects

  • 40-hr HAZWOPER training with uninterrupted 8-hr Refresher course records, and Supervisory Training, plus the ability to achieve Medical Clearance for work at hazardous waste sites with Respirator Qualification

  • In-depth knowledge and experience with safe trenching and excavation, decontamination, demolition, hoisting and rigging, hot work, use of heavy equipment and cranes, confined space entry, electrical safety, bulk chemical and drum handling, flammable/combustible liquid handling and storage

  • Experience with multiple levels of PPE and respiratory protection

  • The SSHO must have a thorough understanding of occupational safety and health concepts and be knowledgeable in OSHA regulations, USACE health and safety requirements, and industry safe work practices

  • Understands and is committed to ethical & professional conduct

  • Comfortable working in outdoor environments and field trailers and understands that the work schedules must remain reasonably flexible to support the overall Remediation Team schedule

 

Education Requirements

College Degree in safety management, industrial hygiene or related discipline.  CSP, CIH, CHST/OHST certification(s) desired. Experience will be considered in lieu of college degree. Knowledgeable in OSHA regulations (29CFR1926 and 29CFR1910), and USACE health and safety requirements (EM-385-1-1). Must have current OSHA 40-hour HAZWOPER training and OSHA 8-hour Supervisory training. Must have OSHA 30-hour Construction or General Industry Safety Training. Knowledge of MS Office products combined with good communication (written and verbal) and organizational skills desired. Current Red Cross First Aid and CPR training or equivalent is recommended.
